The director of the Illinois Department of Children and Family Services has been held in contempt of court again, the 10th such citation for Marc Smith since the first of the year.

A Cook County judge has repeatedly cited Smith because of DCFS failures to find suitable housing for children in state custody in a timely fashion. DCFS contends it’s doing what it can, but says the lack of housing is the result of cuts resulting from the long budget stalemate under former Governor Bruce Rauner.

Smith is also facing thousands of dollars in fines for the contempt citations, but those fines are on hold pending appeal.
