Two California men were arrested and charged with intent to distribute 5 kilograms or more of cocaine after a traffic stop on I-55 close to Springfield.

On August 15, 2023, an Illinois State Police Trooper stopped a tractor-trailer that David Dowling-Chacon – 41 – and Luis Dukes-Acosta – 38 – were operating on Interstate 55 near Springfield for a routine motor carrier safety inspection.

The men are said to have told the trooper that they were traveling together from California to Chicago to pick up a load for their tractor-trailer.

After receiving permission to search the vehicle, law enforcement officers recovered approximately 103 kilograms of suspected cocaine. Agents from the Drug Enforcement Administration assisted with the investigation on the scene.

The arrests followed an investigation by the Illinois State Police, Drug Enforcement Administration, Springfield Police Department, Jacksonville Police Department, and Logan County Sheriff’s Office.
