A new Illinois law clarifies rules for the state’s motorists as they approach non-functioning traffic signals.

Under current Illinois law, motorists must stop at such traffic signals.

But under the new rule, motorists are not required to stop at non-functioning pedestrian hybrid beacons – devices placed typically in the middle of a block and consisting of two red lights and one amber, to warn motorists that pedestrians may be entering the road at an unexpected part of the motorway.
